The tremendous success with which the first state-wide oxygenate fuel program in the nation has been implemented in Minnesota has prompted neighboring states to look at adopting similar programs. The "Minnesota Model" requires the use of 2.7 weight percent oxygen in all gasoline sold across the state year-round, save for a few designated pumps to serve speciality needs. As a result, ethanol currently enjoys a 98 percent market share in the state, and much of the ethanol needed is being met by in-state ethanol producers.
Iowa and Nebraska are both considering statewide oxyfuel programs that would achieve environmental benefits while promoting state energy independence and significantly boosting employment and rural economic development. The Iowa Farm Bureau Federation recently adopted a resolution supporting a state-wide, year-round 3.5 weight percent oxygen requirement for all gasoline.
