Kansas Governor, Bill Graves

As 1998 draws to a close, the chairmanship gavel for the Governors' Ethanol Coalition will pass from current Chairman, Indiana Governor Frank O'Bannon, to Kansas Governor Bill Graves, the current Vice Chairman. The chairmanship of the Coalition rotates between the two parties, with the chairman and vice-chairman hailing from opposite parties.
