Schedule for Highway Bill Reauthorization

Congress adjourned the first session of the 105th Congress without acting to reauthorize federal highway legislation, the Intermodal Surface Transportation and Efficiency Act. Rather, a six-month extension of current law was passed, and Congress is expected to take up the highway bill following the start of the second session in January.

The Senate's transportation bill, S. 1173, the Intermodal Transportation Act of 1997, includes an extension of the ethanol tax incentive through 2007. The extension provision was sponsored by Senators Chuck Grassley and Carol Moseley-Braun, and is identical to that which passed as part of the balanced budget agreement this past summer.

The House of Representatives will move forward with legislation advanced by House Transportation and Infrastructure Committee Chairman Bud Shuster, entitled the Building Efficient Surface Transportation and Equity Act. As drafted, the House bill does not include an extension of the ethanol tax incentive.
