European Union Proposes Minimum Requirement for Biofuel Use In an attempt to reduce greenhouse gas emissions, reduce dependence on petroleum, and boost rural economies, the European Union is considering a proposal requiring biofuels to make up two percent of all motor fuels, including gasoline and diesel, by 2005. The requirement would increase to 5.75 percent by 2010. An option to allow Union members to reduce the excise taxes levied on biofuels is also under examination.

Both proposals are designed to contribute to the European Commission's plan to replace 20 percent of petroleum-based motor fuels by 2020. They require the approval of the European Parliament and individual member governments.
