Governors
Graves and Vilsack, on behalf of the Coalition, wrote to President Clinton in
May asking to meet with him to discuss ethanol options for Phase Two
reformulated gasoline.
"Given the benefits of the current reformulated
gasoline program that includes ethanol, we want to be sure ethanol continues its
role in the reformulated gasoline program when Phase Two begins next year,"
the governors wrote. "[I]f the constraints of the program dictate that
only MTBE be
used in the summer months, states and local jurisdictions could face rising fuel prices,
additional water quality concerns and negative impacts on rural economies all leading to waning consumer support
for the program."
